Improvements include:

Affected US 41 interchanges in Winnebago County (WIS 26 to Breezewood Lane)
Affected US 41 interchanges in Brown County (De Pere to Suamico)
At the WIS 26 interchange in Winnebago County WisDOT:
Constructed crash investigation sites (widened pull out areas) at the WIS 26 northbound and southbound exit ramps. These will help minimize traffic backups and delay by allowing vehicles involved in minor crashes on US 41 to move off the freeway.
Installed traffic signals at ramp ends and at WIS 26 and Planeview Drive intersection
Expanded park and ride lot in the interchange's southeast quadrant

At the WIS 44 interchange in Winnebago County WisDOT:
- Upgraded the existing interchange with improved turn lanes on WIS 44 and at ramp ends.
- Constructed crash investigation sites (widened pull out areas) at the WIS 44 southbound exit ramp. These will help minimize traffic backups and delay by allowing vehicles involved in minor crashes on US 41 to move off the freeway.
- Lengthened entrance-ramps for future ramp metering.
- Reconstructed the County K (20th Avenue) bridge over US 41, including bicycle and pedestrian accommodations.

9th Avenue interchange (rebuilt)
At the 9th Avenue interchange in Winnebago County WisDOT:
- Reconstructed the interchange to a tight diamond configuration with multi-lane roundabouts on 9th Avenue and at ramp ends.
- Reconstructed the 9th Avenue bridge over US 41.
- Slightly relocated the east frontage road (Koeller Street) to accommodate the new northbound entrance-ramp.
- Lengthened entrance- and exit-ramps.
- Reconstructed the County E bridge (Witzel Avenue) over US 41, including bicycle and pedestrian accommodations.

At the WIS 21 interchange in Winnebago County WisDOT will:
- Reconstruct the existing interchange using a tight diamond configuration and roundabouts on WIS 21 and ramp ends.
- Reconstruct the interchange so that WIS 21 passes over US 41 (US 41 currently passes over WIS 21) including bicycle and pedestrian accommodations.
- Lengthen entrance- and exit-ramps.
- Construct crash investigation sites (widened pull out areas) at the WIS 21 northbound exit ramp. These will help minimize traffic backups and delay by allowing vehicles involved in minor crashes on US 41 to move off the freeway.
- Shift US 41 lanes west to accommodate the new roadway location across Lake Butte des Morts.
- Shift WIS 21 south to minimize property impacts and environmental impacts to Lake Butte des Morts.

At the US 45 interchange in Winnebago County WisDOT:
- Is reconstructing the interchange to provide free-flow movements from northbound US 41 to northbound US 45 and southbound US 45 to southbound US 41.
- Is constructing US 45 to pass over US 41 (US 41 currently passes over US 45).
- Is lengthening entrance- and exit-ramps.
- Is constructing crash investigation sites (widened pull out areas) at the US 45 northbound and southbound exit ramps. These will help minimize traffic backups and delay by allowing vehicles involved in minor crashes on US 41 to move off the freeway.
- Is shifting US 41 west to avoid the electric substation.
- Constructed a new bridge over US 41 to connect Lake Butte des Morts Drive on the west to Algoma Boulevard on the east. The Wiouwash Trail will use this bridge to go over US 41.
- Constructed a new bridge over US 41 to connect West Snell Road east of US 41 to Fountain Avenue west of US 41.
- Reconstructed Fernau Avenue, Snell Road, and Stillman Drive as they connect into Algoma Boulevard with multi-lane roundabout.

At the WIS 76 interchange in Winnebago County WisDOT:
- Upgraded the existing diamond interchange with improved turn lanes on WIS 76 and at the ramp ends.
- Lengthened on-ramps for future ramp metering.
- Constructed crash investigation sites (widened pull out areas) at the WIS 76 northbound and southbound exit ramps. These will help minimize traffic backups and delay by allowing vehicles involved in minor crashes on US 41 to move off the freeway.

At the Breezewood Lane interchange in Winnebago County WisDOT:
- Reconstructed the interchange with a tight diamond configuration and multi-lane roundabouts on Breezewood Lane and ramp ends.
- Reconstructed the existing Breezewood Lane bridge over US 41, including bicycle and pedestrian accommodations.
- Lengthened entrance- and exit- ramps.
- Reconstructed Bell Street bridge over railroad tracks

At the County F interchange in Brown County WisDOT will:
- Reconstruct the Scheuring Road bridge over US 41 to include bicycle and pedestrian accommodations.
- Install roundabouts at the ramp terminals and at the intersections of Lawrence Drive and PDQ Drive.
- Lengthen on-ramps for future ramp metering.
- Install law enforcement pads on the on-ramps.
- Install crash investigation sites on three exit ramps.
- Remove the intersection of Mid Valley Drive with Scheuring Road.
- Realign Mid Valley Drive to connect with Eisenhower Drive.

At the County G interchange in Brown County WisDOT will:
- Install roundabouts at the ramp terminals.

- Relocate the intersection of Mid Valley Drive with Main Avenue.
- Reconstruct park-and-ride
- Install bicycle and pedestrian accommodations along Main Avenue from Lawrence Drive through the southbound ramp terminal.

At the County AAA interchange in Brown County WisDOT will:
- Reconstruct ramp terminal intersections.
- Lengthen southbound on-ramp for future ramp metering.
- Install crash investigation sites on the exit ramps.
- Install bicycle and pedestrian accommodations along Waube Lane/Oneida Street from Allied Street to Ramada Way.
- Construct a storm water detention pond in the southeast quadrant of the interchange.

At the County VK interchange in Brown County WisDOT will:
- Reconstruct ramp terminal intersections.
- Lengthen on-ramp for future ramp metering.
- Install crash investigation sites at the exit ramps.
- Install bicycle and pedestrian accommodations along Lombardi Avenue through the interchange.

At the WIS 54 interchange in Brown County WisDOT will:
- Reconstruct the Mason Street bridge over US 41 to include bicycle and pedestrian accommodations.
- Install roundabouts at the ramp terminals and at the intersection of Taylor Street.

WIS 29 in Brown County will be reconstructed between County J and Taylor Street concurrently with the US 41 construction. The US 41/WIS 29 interchange will be improved to a multi-level systems interchange with free-flow directional ramps connecting US 41 and WIS 29. WIS 29 and US 41 are both backbone routes and have the highest degree of importance within the state transportation system. Improving the connectivity of this interchange is essential to the continued safe, efficient transportation between major cities of the state.
At the planned US 41/WIS 29 interchange WisDOT will:
- Construct a collector-distributor (C-D) roadway for northbound and southbound US 41 traffic between Mason Street and WIS 29. The C-D roadway is a separate roadway paralleling the mainline US 41. The function of the C-D roadway is to provide improved, safe and efficient traffic flow and weaving (lane shifts occurring simultaneously by multiple motorists) between the closely-spaced Mason Street and WIS 29 interchanges.
- Embed a Shawano Avenue/US 41 service interchange within the systems interchange. Local access to Shawano Avenue from US 41 will be the same, only it will now be accomplished via the C-D roadway.
- Construct multilane roundabouts at the ramp termini of the US 41/Shawano Avenue service ramps.
- Construct a series of multilane roundabouts along future County RK, Packerland Drive and Shawano Avenue. A total of eight roundabouts are planned, including at the Shawano Avenue/Taylor Street intersection and the US 41/Shawano Avenue ramps.
The WIS 29 work will:
- Provide a grade separation of the County J/WIS 29 intersection. WIS 29 access from County J will be removed.
- Provide a south frontage road (County RK) between County J and Packerland Drive.
- Install a half interchange at Packerland Drive.
- Reconstruct Taylor Street between Dousman Street and north of Badger Street.
- Removal of Dousman Street from approximately 400 feet south of Hummingbird Lane to Taylor Street.
- Construct a shared-use path along the north side of Shawano Avenue from Pamperin Park to Taylor Street.
WIS 29 construction timelines:
- Shawano Avenue/Taylor Street roundabout—begin construction Summer 2011
- WIS 29 interchange—Still being developed; tentative timeline for manor construction: 2013 to 2015

US 141 (Velp Avenue) interchange
At the US 141/(Velp Avenue interchange in Brown County, WisDOT will:
- Reconstruct the US 41 bridges over US 141/Velp Avenue to include bicycle and pedestrian accommodations.
- Install roundabouts at the ramp terminals and at the intersection of US 141/Velp Avenue and Memorial Drive.
- Lengthen on-ramps for future ramp metering.
- Install law enforcement pads on the on-ramps.
- Install crash investigation sites on the exit ramps.
- Construct a stormwater detention pond in the vicinity of interchange.
- Eliminate existing access between Velp Avenue and I-43 via US 41. Atkinson Drive, or an alternate route, would be used to access southbound I-43 from Velp Avenue or to access Velp Avenue from northbound I-43. This is required in order to accommodate the FHWA’s recommended design speed for the direct ramps at the US 41/I-43 interchange.

A range of alternatives were analyzed for the reconstruction of the US 41/I-43 interchange. Over the last two years, all but one of the alternatives have been eliminated from further consideration. Currently, Alternative E is WisDOT’s preferred alternative.
Alternative E consists of the following:
- Reconstruct the interchange with directional ramps (all loop ramps eliminated).
- Expand US 41 including a revised northbound alignment, and a raised northbound gradeline, to accommodate the southbound US 41/ I-43 ramp within the existing interchange footprint and the northbound I-43 to southbound US 41 flyover ramp piers and foundations.
- Construct new bridges over the Canadian National (CN) Railroad, Wietor Drive, I-43, and Duck Creek.
- Eliminate existing access between Velp Avenue and I-43 via US 41. Atkinson Drive, or an alternate route, would be used to access southbound I-43 from Velp Avenue or to access Velp Avenue from northbound I-43. This is required in order to accommodate the FHWA’s recommended design speed for the direct ramps at the US 41/I-43 interchange

The interchange at County M in Brown County will be reconstructed within the existing ramp configuration to address operational deficiencies at the ramp terminals. The entrance ramps will be rebuilt, and the exit ramps will be reconstructed as two-lane ramps. In addition, US 41 will be expanded to six lanes, plus auxiliary lanes, from County M to the south.
The County M work will include:
- Constructing roundabouts at the northbound and southbound ramp terminals, and at the intersection of County M with East Deerfield Avenue and West Deerfield Avenue.
- Constructing an additional lane for westbound traffic on County M.
- Constructing a free-flow right-turn lane for eastbound traffic at the southbound ramp terminal.
- Raising the County M bridge over US 41 to provide greater vertical clearance.
